It seems like it is the networking route. Depending where the sites or connections are based, some are routing through problem networks.
Or your network is being throttled somehow.

I run wireless to the computer downstairs where the router is plugged into. That computer experiences the same problems.
My next door neighbors internet is fine.

Your nextdoor neighbours are on a different provider?
Anyways...sounds like a nameserver issue...should be fixed within a few hours usually...

If it is a dns issue (wouldn't explain being able to reach a vent server but not being able to speak, then again might be vent bugging on you, vent and skype hate eachother) try forcing your pc to use google's DNS (ip: 8.8.8.8 backup: 8.8.4.4) or OpenDNS (ip: 208.67.222.222 and backup: 208.67.220.220)
After forcing a new dns server, flush dns by typing ipconfig /flushdns. If you want to go back to your ISP's own dns, just remove the settings again.
If that fails there's a few more things I'd try.. A factory reset on your router (write down all your settings and that jazz) Then I'd shutdown and reconfigure the bridging service on the computer downstairs. Being able to connect but not able to speak on a voip program generally means a problem with opening ports on the router. However, not being able to reach a website on port 80 or 443 would suggest it's not just the ports (nothing fancy required to open those ports so to speak, they're defaults), but rather a routing problem (some indonesian provider fucked up google's services somewhere a few days ago, but I doubt your ISP is upstream of that).

Spent an hour on phone with provider last night before raid. Apprently its just updates to our boradband that theyre putting us all through without letting us know.
And my net got hit by it. All I had to do in the end was give my landline phone number and he hooked me back up.
Morons.
